Atty. Jesse Andres '81: From Gagalangin to Kagalang-galang

In a career that spans various facets of public service, Atty. Jesse Hermogenes T. Andres ‘81 has consistently demonstrated a deep commitment to justice, governance, and national progress. From his time at the Department of Justice (DOJ) to his leadership at the Energy Regulatory Commission (ERC), Andres has embodied the values of public service, making significant strides in law, policy, and governance.
From his humble beginnings in Gagalangin, Tondo, Jesse has carried with him the lessons and resilience shaped by his early life. “I am proud of this,” he says, often reflecting on the formative years that grounded his values and work ethic. Interestingly, the law was not his first ambition. It was through the encouragement of his brothers in the Upsilon Sigma Phi fraternity that he decided to sit for the Law Aptitude Exam — a decision that would change the course of his life and eventually bring him into the halls of the University of the Philippines College of Law.
In 2025, the University of the Philippines Alumni Association (UPAA) conferred upon him a distinguished recognition, acknowledging not just his professional success but his principled approach to law and governance. His leadership in government institutions, particularly his tenure as Undersecretary at the DOJ, has reflected a resolute commitment to upholding the rule of law and ensuring transparency and accountability within the country's judicial and regulatory bodies.
A Path Steeped in Public Service
Jesse’s journey began at the University of the Philippines, where he graduated from the School of Economics, later earning his law degree and joining the ranks of other UP alumni who have served as pillars in government. His education at UP, combined with his drive for justice, shaped his professional ethos and influenced his role in various government capacities.
His leadership skills were shown early on in 2004 when he steered the Office of the Vice President as Chief of Staff of VP Noli “Kabayan” De Castro, becoming an effective partner in governance.
From serving as Independent Director in banking and financial institutions, the Government Service Insurance System (GSIS), and leading law firms, his expertise in governance and legal affairs has been instrumental in shaping corporate and public policies.
Before joining the DOJ, he also prosecuted many high-profile criminal cases, building a reputation for toughness and fairness in the courtroom. Beyond litigation, he dabbled in media, giving free legal advice in news and public affairs shows — extending his knowledge and service to ordinary citizens seeking guidance.
Jesse played an instrumental role in overseeing the National Prosecution Service, where he worked tirelessly to ensure the integrity of legal processes and promote Justice for All.
“The important reforms that we are trying to implement are based on the whole-of-government approach. Hindi pwedeng kanya-kanya tayo, ang pulis ay maaring humingi ng payo at tulong sa mga prosecutor para sa case buildup. Sanib pwersa na ang prosecutors at kapulisan para sa epektibong pagkalap ng ebidensya at prosecution na naaayon sa karapatang pangtao.”
Leadership at the Energy Regulatory Commission
In 2024, Jesse took on an even more significant leadership role when he was appointed as the Officer-in-Charge (OIC) of the Energy Regulatory Commission (ERC). Under his stewardship, the ERC undertook critical initiatives aimed at stabilizing and regulating the country's energy sector. With his background in law and governance, Atty. Andres was able to bring a unique perspective to the ERC's work, focusing on fair energy pricing, transparent regulation, and sustainable energy practices.
His leadership was instrumental in addressing the challenges within the energy sector, particularly in ensuring that the regulatory framework was conducive to both consumer protection and industry growth. His hands-on approach and commitment to balancing the needs of both the industry and the public led to several policy reforms that helped streamline operations and enhance public trust in the regulatory body.
Integrity, Accountability, and Nation-Building
What truly sets Jesse apart is his belief in public service as a tool for nation-building. “My mission is to fight for those who cannot fight for themselves, and to be the voice of the voiceless!” His work has never been about advancing his personal interests; instead, it has been about advancing the common good. Whether through his leadership at the DOJ or his work in other institutions, he has shown that public institutions are most effective when they work to empower and serve the people.
He has also shared a more personal motivation: “I wake up each morning thankful that I have another day to make the world a better place for my children.” This sense of gratitude and responsibility fuels his public service and grounds his professional life in family and legacy.
A Man Beyond Public Service
Outside the demands of government, Jesse is also known for his love of German Shepherd Dogs. His own breeding, Fiona von Andreas, once won Siegerin or Best Female Dog of the Year in the German Shepherd Dog Federation of the Philippines, besting even imported GSDs — a testament to his hard work and dedication. For him, dogs are not only companions but also symbols of discipline, loyalty, and protection—qualities he strives to uphold in his own public service.

At the heart of Jesse’s career is a belief that true justice is not just about legal procedures but about ensuring that all people, regardless of their background, can access fair treatment under the law. This belief has guided him throughout his career, and it is what continues to inspire his work.
